Project Based Vouchers (PBV)

Project Based Vouchers (PBV) attach Section 8 vouchers to individual units, rather than to tenant households. This means that units stay in the OCHA jurisdiction's inventory of potential housing units for a longer period of time. PBV is considered a way to keep more affordable housing units in a jurisdiction. HCV households can apply to these units, and still maintain their tenant-based Section 8 voucher when they decide to leave.

REQUEST FOR PROPOSALS - Fall 2025
  • The Orange County Housing Authority (OCHA) is issuing its first Request for Proposal (RFP) for its Project-Based Voucher (PBV) program. OCHA is searching for projects that either serve special populations, or which already have Section 8 vouchers attached. Further information is provided below in the Application and FAQ documents, and there will be two optional informational sessions for any applicant questions.
  • Up to ten (10) vouchers are available to be project-based, unless potential projects include external vouchers.
  • The application submission deadline is Friday, December 12th, 2025 at 11:59 PM.
  • Applications should be submitted to hcv@orangecountync.gov
Selection and Ranking Criteria (in addition to HUD's requirements as seen in 24 CFR 983.51)
  • Extent to which project serves residents with disabilities
  • Extent to which project provides extra vouchers to OCHA
  • Owner experience and capability to build or rehabilitate housing as identified in the RFP
  • Extent to which the project furthers OCHA goal of deconcentrating poverty and expanding housing and economic opportunities
  • If applicable, the extent to which services for special populations are provided on site or in the immediate area for occupants of the property
  • In order to promote partially assisted projects, projects where less than 25 percent of the units will be assisted will be rated higher than projects where 25 percent or more of the units will be assisted. In the case of projects for occupancy by the elderly, persons with disabilities or families needing other services, the PHA will rate partially assisted projects on the percentage of units assisted. Projects with the lowest percentage of assisted units will receive the highest score.
