File a Discrimination Complaint in Orange County

If you believe you've been discriminated against at a place of public accommodation in Orange County—or through a county-run program—you have the right to file a complaint at no cost. This page explains how to take action and where to get help.

What Counts as a Complaint?

Discrimination is not allowed based on age (over 40), color, disability, familial status (having children), national origin, race, religion, sex, or veteran status.

How to File Your Complaint

There is no fee to file. Forms are available online and can be submitted electronically or printed and mailed.

What Happens Next?

After submission, our Civil Rights specialists will review your complaint and may contact you for additional details. If the claim seems to violate the law, we will file it with the appropriate agency—often with HUD if it relates to housing.
