Stephen Smith Promoted to Orange County Fire Marshal

Emergency Services Director Kirby Saunders has promoted Stephen Smith to the role of Division Chief of Fire and Life Safety (County Fire Marshal) within the Emergency Services Department. Smith joined the department in April 2024 as an Assistant Fire Marshal, having previously held various positions in the fire service in Vance County and the City of Henderson. He possesses multiple fire service certifications and earned a BS degree in Fire Administration/Fire Investigation from Columbia Southern University.

Smith said, “Throughout my time in Orange County, I’ve developed a deep appreciation for our fire service partners, County and Town staff, and the daily collaboration that ensures our community's safety. I am eager to contribute to the growth of Orange County.”

ES Director Kirby Saunders remarked, “Stephen brings over 32 years of varied experience to this vital position, along with a dedication to risk reduction and the ability to forge strong community connections. He will play a crucial role in helping us fulfill our mission of ensuring a safe and resilient Orange County.”

As the Orange County Fire Marshal, he will be responsible for minimizing the risk and incidence of fire, including enforcing the NC Fire Prevention Code, within unincorporated Orange County and the Town of Hillsborough. Smith’s promotion will take effect on May 3, 2025.
