The Orange County Office of Civil Rights & Civic Life (OCRCL) protects and advances civil rights and strengthens pathways for civic participation across County programs. We support residents by enforcing the Orange County Civil Rights Ordinance, coordinating ADA and language access services, and addressing discrimination or access concerns in public services, programs, and activities.
Our work ensures that all people—regardless of background, language, or ability—can use County services, understand how to engage with local government, and have a fair chance to be heard in public decision-making. Through community partnerships, civic learning opportunities, and continuous policy guidance, we help create a more equitable, accessible, and inclusive Orange County.
OCRCL also supports the Veteran Services Office by helping residents access benefits, claims assistance, and referrals. We collaborate with departments countywide to identify barriers early, promote compliance with civil rights laws, and build public trust through fair access, transparency, and meaningful engagement.
