4. Proclamations/ Resolutions/ Special Presentations
a. Orange County Preparedness Month Proclamation
The Board approved a proclamation declaring September 2022 as "Orange County Preparedness Month." (Unanimous)
5. Public Hearing
a. Application for Zoning Atlas Amendment – Undeveloped Parcel (PIN 9844-88-7024) at Northeast Corner of Forrest Avenue and Efland-Cedar Grove Road, Efland
The Board held a public hearing, received the Planning Board/staff recommendation and public comment, and approved an applicant-initiated Zoning Atlas Amendment for a 2.32 acre parcel at the northeast corner of Forrest Avenue and Efland-Cedar Grove Road in Efland, Cheeks Township, Orange County. (Unanimous)
b. Orange County Transportation Services – ADA Paratransit Plan
The Board conducted a public hearing and adopted a resolution approving the Orange County Transportation Services (OCTS) American Disabilities Act (ADA) Paratransit Plan. (Unanimous)
6. Regular Agenda
a. Opioid Update and the Creation of an Opioid Advisory Committee
The Board:
1) Received an update on the Opioid Settlement Memorandum of Agreement (MOA) between the State of North Carolina and local governments on proceeds relating to the settlement of Opioid Litigation;
2) Selected Option A regarding how the County will spend opioid settlement funds on opioid remediation activities;
3) Discussed and considered a proposed charge and composition establishing the proposed Orange County Opioid Advisory Committee; and
4) Authorized the Clerk’s office to begin soliciting membership applications based on the Committee composition so that the Board can review applications and make appointments by the November 15, 2022. (Unanimous)
b. Acknowledgement and Reaffirmation of Uses for the Proceeds from the Article 46 Sales Tax
The Board approved a new Resolution regarding the Economic Development portion of the Article 46 One-Cent (1/4¢) optional sales and use tax approved by voters on November 8, 2011; and confirmed Orange County’s continued commitment to fund economic development and public school capital needs for the next ten years, originally evidenced by the Resolution approved by the Board on June 21, 2011. (Unanimous)
c. Orange County’s Recommendations Regarding Goals for Inclusion in the North Carolina Association of County Commissioners’ (NCACC) 2023-2024 Legislative Goals Package
The Board approved a Resolution Detailing Orange County’s Recommendations Regarding Goals for Inclusion in the North Carolina Association of County Commissioners’ (NCACC) 2023-2024 Legislative Goals Package. (Unanimous)
d. Resolution Supporting Operation Green Light for Veterans
The Board approved a resolution expressing support for Operation Green Light for veterans. (Unanimous)
