Business Meeting Agenda for April 20, 2021
Due to current public health concerns, the Orange County Board of Commissioners will be conducting a virtual business meeting on April 20, 2021. Members of the Board of Commissioners will be participating in the meeting remotely. Members of the public will be able to view and listen to the meeting and have the opportunity to provide public comment. The public may submit written comments by sending an email to ocbocc@orangecountync.gov. Individuals who wish to speak must pre-register using the instructions included in the agenda.
As in prior meetings, the meeting will be streamed in real-time on the County’s website for public viewing/listening at http://www.orangecountync.gov/967/Meeting-Videos . There will also be real-time broadcast on Spectrum Cable and video-recording for future television broadcast and reference on the County’s website.

4. Proclamations/ Resolutions/ Special Presentations
a. Earth Day 2021 Proclamation
The Board will consider voting to approve a proclamation related to Earth Day and environmental protection actions, including declaring April 2021 as “Skip the Stuff Month,” July 2021 as “Reduce Single Use Plastics Month,” and recognizing April 22 as Earth Day 2021 - encouraging County residents to participate in planned Earth Day activities.
b. Sexual Assault Awareness Month Proclamation
The Board will consider voting to approve a proclamation recognizing April 2021 as Sexual Assault Awareness Month in Orange County.
c. 2027 World University Games Update
The Board will receive information and an update on North Carolina’s progress in the bid process for the 2027 World University Games, an event of the International University Sports Federation (FISU).
5. Public Hearings
a. Public Hearing on FY 2021-2022 Annual Action Plan for the HOME Investment Partnerships Program
The Board will hold a public hearing on the Annual Action Plan for the HOME Investment Partnerships Program.
6. Regular Agenda
a. Buckhorn Area Plan Study
The Board will receive a report on the Buckhorn Area Plan Study and to discuss next steps on public outreach and continued analysis and coordination with the City of Mebane.
7. Reports
a. 2021 Orange County Revaluation Results
The Board will receive an overview of findings from the 2021 countywide revaluation.

Members of the public may provide written public comment by submitting it to the ocbocc@orangecountync.gov email address. The Orange County Board of Commissioners, County Manager, County Attorney and Clerk to the Board, will be copied on all of the emails that are submitted.
Public Comment – Verbal
(for Items not on the Agenda, Agenda Items and Public Hearings)
Members of the public will be asked to contact the Clerk to the Board using the email address ocpubliccomment@orangecountync.gov no later than 3:00 PM on the day of the meeting and indicate they wish to speak during the meeting.
When submitting the request to speak, include the following:
- The date of the meeting
- The agenda item (example: 5-a) you wish to speak on
- Your name, address, email and phone number
Prior to the meeting, speakers will be emailed Zoom access information and instructions on how to make comments during the live meeting.
