Due to current public health concerns, the Orange County Board of Commissioners conducted a virtual business meeting on December 15, 2020.  Members of the Board of Commissioners participated in the meeting remotely.

4.  Proclamations/ Resolutions/ Special Presentations
 
a.  Presentation of The Order of the Long Leaf Pine Award to Former Orange County Commissioner Dr. Alice M. Gordon
The Board recognized former Orange County Commissioner Alice Gordon for receiving The Order of the Long Leaf Pine award from Governor Roy Cooper, the highest honor the Governor can confer on individuals.
 
b.  Proclamation Recognizing David Hunt
The Board voted to approve a proclamation recognizing and expressing gratitude to David Hunt, Deputy Clerk to the Board/Information Specialist, for his devotion and service to the people of Orange County, and authorized the Chair to sign the proclamation. (Unanimous)
 
c.  Proclamation Recognizing Dinah L. Jeffries
The Board voted to approve a proclamation recognizing Dinah L. Jeffries, Emergency Services Director, for her devotion and service to Orange County, and authorized the Chair to sign the proclamation. (Unanimous)
 

5.  Public Hearings
 
a.  NCDOT Public Transportation Division/Public Transportation – 5311 Community Transportation and 5339 Combined Capital Program Grant Applications for FY2022
The Board conducted a public hearing on the submittal of an application to receive funding from NCDOT 5311 Community Transportation Program and Combined Capital Program: Non Urbanized Area Formal Program, Human Service Transportation Management Program: 5311 by Orange County Public Transportation (OCPT) for FY2022, and voted to approve the Grant Program Resolution and the Local Share Certification Form,  pending any additional written comments prior to December 17, 2020 at 9:00 a.m., and authorized the Chair to sign the resolution and sign the annual certification and assurance documents.  (Unanimous)
 
b.  Zoning Atlas Amendment: Master Plan Development Conditional Zoning District (MPD-CZ) for Efland Station (formerly Beaver Crossing)
The Board received the Planning Board/staff recommendation and conducted a public hearing on an applicant initiated Zoning Atlas Amendment for parcels within the Cheeks Township of Orange County.  The Board received over 100 requests from members of the public wishing to comment on this item, voted to hear from the first 20 public speakers (Approved 5-2 with Commissioner Dorosin and Greene dissenting).  The Board voted to recess the public hearing to reconvene on Tuesday, January 5, 2021, with a proposed additional meeting on Tuesday, January 12, 2021, and authorized staff to coordinate the logistics for both future meetings.  (Approved 5-2 with Commissioner Fowler and McKee dissenting). The Board will continue to accept written comments from members of the public by email to ocbocc@orangecountync.gov.
