Reconvened Meeting

Due to current public health concerns, the Orange County Board of Commissioners conducted a CONTINUED virtual Business meeting on September 22, 2020.  The Board initially met on September 15, 2020, and due to the time length of the meeting, recessed the Business meeting to be reconvened on September 22, 2020.

The September 15^th agenda included the items below which were further addressed on September 22nd. The following is a brief summary of the Board actions from the 22nd. This summary should not be viewed as official minutes.

MEETING RECONVENED - The Board voted to reconvene the September 15, 2020 meeting. (Unanimous)

5.  Public Hearings

a.  Zoning Atlas Amendment – Master Plan Development Conditional Zoning District (MPD-CZ) for the Research Triangle Logistics Park (RTLP) The Board voted to reconvene the continued public hearing (Unanimous) and received additional public comment on applicant initiated Zoning Atlas Amendments for parcels within the Hillsborough Township of Orange County.  The Board provided direction to staff and the applicant on any additional conditions consistent with Section 2.9.2 (F) (3) of the Unified Development Ordinance; voted to close the public hearing; and authorized the acceptance of written comment(s) via e-mail to the Board at ocbocc@orangecountync.gov or by delivery to the Planning Department’s office at 131 West Margaret Lane, Hillsborough, North Carolina 27278, until 9:00 a.m. on Thursday, September 24, 2020. (Unanimous) 

The Board also scheduled a vote to consider approving the:
a. Statement of Consistency (Attachment 10), and
b. Zoning Atlas Amendment (Attachment 11)
 
at the Board’s October 6, 2020 Business meeting as recommended by the Planning Board and Planning Director. No additional public comments shall be received on this item at the October 6 Business meeting.
 
 
b.  Zoning Atlas Amendment – Parcels off Old NC Highway 86 (District 2 of Settlers Point MPD-CZ)
The Board received a staff presentation and voted to reconvene the continued public hearing (Unanimous) to receive public comment on Planning Director initiated Zoning Atlas Amendments for parcels east of Old NC Highway 86, south of Interstate 40, within the Hillsborough Township of Orange County.  The Board voted to close the public hearing and authorized the acceptance of written comment(s) via e-mail to the Board at ocbocc@orangecountync.gov or by delivery to the Planning Department’s office at 131 West Margaret Lane, Hillsborough, North Carolina 27278, until 9:00 a.m. on Thursday, September 24, 2020. (Unanimous) 

The Board also scheduled a vote to consider approving the:
a. Statement of Consistency (Attachment 5), and
b. Zoning Atlas Amendment (Attachment 6)
 
at the Board’s October 6, 2020 business meeting as recommended by the Planning Board and Planning Director. No additional public comments shall be received on this item at the October 6 business meeting.
 
 
c.  Proposed Amendments to the Town of Hillsborough/Orange County Central Orange Coordinated Area (COCA) Land Use Plan and to the Orange County Comprehensive Plan Future Land Use Map (FLUM)
The Board received a staff presentation and voted to reconvene the continued public hearing (Unanimous) to receive public comment on a County initiated request to amend the:

• Town of Hillsborough/Orange County Central Orange Coordinated Area (COCA) Land Use Plan
• Orange County Comprehensive Plan Future Land Use Map (FLUM),  

 
The Board voted to close the public hearing and authorized the acceptance of written comment(s) via e-mail to the Board at ocbocc@orangecountync.gov or by delivery to the Planning Department’s office at 131 West Margaret Lane, Hillsborough, North Carolina 27278, until 9:00 a.m. on Thursday, September 24, 2020. (Unanimous)
 
The Board also scheduled a vote to consider approving the Resolution in Attachment 5 amending the COCA Land Use Plan and the Orange County Comprehensive Plan FLUM at the Board’s October 6, 2020 Business meeting, as recommended by the Planning Board and Planning Director. No additional public comments shall be received on this item at the October 6 Business meeting.
