Due to current public health concerns, the Orange County Board of Commissioners conducted a virtual business meeting on September 15, 2020. Members of the Board of Commissioners participated in the meeting remotely.

Meeting Highlights
Please note – The public hearings on the RTLP were continued for an additional night. Due to the large number of individuals signed-up to speak and the Board not wishing to extend into late hours of the night when both Commissioners and the public were less than alert, around midnight, the public hearings on the RTLP were recessed and continued until Tuesday, September 22, 2020 at 7:00 p.m. Individuals who were registered and did not get a chance to speak on the 15th will have the opportunity to provide their comments on the 22nd. Email notifications with participation instructions will be sent to the remaining speakers. While no more names will be added to the list to speak, anyone may continue to provide written comments to all Board members by sending an email to ocbocc@orangecountync.gov .
4. Proclamations/ Resolutions/ Special Presentations
a. Resolution Supporting the Decriminalization of Marijuana
The Board voted to approve a Resolution Supporting the Decriminalization of Marijuana and authorized the Chair to sign the resolution. (Approved 6-1 with Commissioner McKee dissenting)
5. Public Hearings
a. Zoning Atlas Amendment – Master Plan Development Conditional Zoning District (MPD-CZ) for the Research Triangle Logistics Park (RTLP)The Board opened a public hearing, received the Planning Board/staff recommendation and received public comment on applicant initiated Zoning Atlas Amendments for parcels within the Hillsborough Township of Orange County and voted to continue the public hearing to September 22, 2020. (
Unanimous)
b. Zoning Atlas Amendment – Parcels off Old NC Highway 86 (District 2 of Settlers Point MPD-CZ)The Board opened a public hearing and received the Planning Board recommendation on Planning Director initiated Zoning Atlas Amendments for parcels east of Old NC Highway 86, south of Interstate 40, within the Hillsborough Township of Orange County and voted to continue the public hearing to September 22, 2020. (

c. Proposed Amendments to the Town of Hillsborough/Orange County Central Orange Coordinated Area (COCA) Land Use Plan and to the Orange County Comprehensive Plan Future Land Use Map (FLUM)The Board opened a public hearing and received the Planning Board recommendation on a County initiated request to amend the:
• Town of Hillsborough/Orange County Central Orange Coordinated Area (COCA) Land Use Plan,
• Orange County Comprehensive Plan Future Land Use Map (FLUM),
and voted to continue the public hearing to September 22, 2020. (

d. Public Hearing on CDBG-CV Grant Application for Emergency Housing AssistanceThe Board held a public hearing on a potential application from Orange County for Federal Community Development Block Grant – Coronavirus (CDBG-CV) funds and voted to close the public hearing. (Unanimous)
6. Regular Agenda
a. Proposed Naming of the Whitted Building Meeting Room as the Donna Baker Boardroom
The Board voted to adopt a resolution for the naming of the Whitted Building Meeting Room as the Donna Baker Boardroom. A formal presentation will be scheduled after in-person meetings resume in Whitted. (Unanimous)
b. Orange County’s Recommendations Regarding Goals for Inclusion in the North Carolina Association of County Commissioners’ (NCACC) 2021-2022 Legislative Goals Package
The Board voted to approve, with changes, a Resolution Detailing Orange County’s Recommendations Regarding Goals for Inclusion in the North Carolina Association of County Commissioners’ (NCACC) 2021-2022 Legislative Goals Package, and authorized the Chair to sign. (Unanimous)
