History
In September 2006, four local governments (Orange County, Durham County, the City of Durham, and the Town of Chapel Hill) agreed to purchase land for a future New Hope Preserve, which includes the Hollow Rock portion of the adopted New Hope Creek Corridor Master Plan (adopted 1992). The jurisdictions also signed an inter local agreement for the acquisition, planning, and operation of the Hollow Rock portion of the site, and established a “Park Planning Advisory Committee” to develop recommendations for an overall plan for the Hollow Rock area property.
An 11-member Hollow Rock master plan committee held 13 meetings in 2008 and 2009, in which they developed a master plan with recommendations for the types and location of facilities within the Hollow Rock Access Area. The plan recommended the site be developed in two phases and include the following facilities: natural surface trails, information kiosks, parking area, restroom, picnic area, and an ADA loop trail. The plan also identified a location for the former Hollow Rock Store to be relocated to the property and used for site interpretation.
The master plan was adopted by all four local governments in late 2009 and early 2010.
