County offices to be closed for Labor Day

Orange County admjinistrative offices will be closed Monday, Sept. 2, in observance of Labor Day. The following services will not be affected.
  • Curbside recycling will run as normally scheduled. Please have your cart at the curb by 7 a.m.
  • Orange County Public Transportation will operate limited service serving the in-county dialysis route only (Carolina Dialysis). All other routes will not run on Monday.
  • Orange County Animal Services will be closed, but an animal control officer will be on duty and can be reached throuh 9-1-1 for emergencies. In addition, the after-hours drop-off will be open and checked during the day.

Orange County names new Director of Housing and Community Development



Emila Sutton, who has more than 15 years of experience related to affordable housing and community development, has been named Orange County’s next Director of Housing and Community Development.


"Housing is a social determinant of health and has a significant impact on the lives of individuals, families, and children. I am honored and thrilled at the opportunity to serve our community by working with colleagues, stakeholders, and community members to create more safe, quality affordable housing opportunities in Orange County."


Sutton comes to Orange County from the North Carolina Housing Finance Agency, where she has worked since November 2012. 

At NCHFA, she was responsible for the evaluation and analysis of more than $48 million in federal and state affordable housing funding to include the N.C. Housing Trust Fund, HOME, and the National Housing Trust Fund. She led a successful effort to measure the impact of affordable housing programs on North Carolinians and oversaw the team responsible for research, assessment, data analysis, and policies associated with federal and state funds administered by NCHFA.

Orange County Animal Services to hold annual Dog Swim on Sept. 22

Orange County Animal Services will hold its annual Dog Swim on Sunday, September 22, from 12:00 p.m. – 3:00 p.m. at the Heritage Hills Pool in Chapel Hill.


This marks the 15th year of the Dog Swim.  Admission is $10.00 for Orange County dogs and $15.00 for dogs from other counties. Proof of residency is required. Admission is free for dog owners, however donations are encouraged.


Prior to entry, dogs must be current on vaccinations, not in season, and leashed.

Board of Elections seeking comment on proposed precinct changes


To improve the Election Day voting experience for Orange County residents, the Board of Elections is considering several changes to precinct lines in Orange County.

"Pursuant to Session Law 2019-16, the Orange County Board of Elections has taken up an offer from the North Carolina State Board of Elections to evaluate our current precincts lines and make recommendations to the State Board of Elections for any changes," said Jamie Cox, Orange County Board of Elections Chair. "As a county where a majority of our voters cast their ballots during the One Stop Early Voting period, we want to use this opportunity to make sure that our precincts are drawn in a way that provides the most convenient experience for our voters while optimizing use of public resources. We want to make sure that changes are beneficial without being overly disruptive.

"We are committed to conducting this process in an open, transparent way, and hope to hear the thoughts of as many stake-holders throughout the county as possible to ensure all voices are heard."

The proposed changes are available on the Orange County website and may impact numerous precincts. Public comment will be accepted until noon on Friday, Sept. 6, 2019.
