4.  Proclamations/Resolutions/Special Presentations

a.  Presentation of Manager’s Recommended Fiscal Year 2023-24 Annual Operating Budget

The Board received a presentation on the Manager’s Recommended FY 2023-24 Annual Operating Budget.

5.  Public Hearings

a.  Public Hearing on the Financing of Various Capital Investment Plan Projects

The Board conducted a public hearing on a financing contract for up to $16.5 million to pay for capital investment projects and equipment for the fiscal year, and approved a related resolution supporting the County’s application to the Local Government Commission (LGC) for its approval of the financing arrangements. (Unanimous)

b.  Public Hearing on Renaming Judah Benjamin Court to Aspen Court

The Board conducted a public hearing on a petition to rename Judah Benjamin Court (State Road 2207) to Aspen Court and adopted and authorized the Chair to sign a resolution approving the petition for further approval by the North Carolina Board of Transportation. (Unanimous)

c.  Zoning Atlas Amendment – 4801 and 4901 Dairyland Road (PINs 9841-52-7281, 9840-79-5091), Hillsborough, Bingham Township

The Board held a public hearing, received the Planning Board and staff recommendations and public comment, closed the public hearing, and approved an applicant-initiated Zoning Atlas Amendment to rezone 190 +/- acres (PINs: 9841-52-7281, 9840-79-5091) located at 4801 and 4901 Dairyland Road, Hillsborough, within the Bingham Township of Orange County. (Approved 6-1, with Commissioner Greene dissenting.)

6.  Regular Agenda

a.  Proposed Orange County FY 2023-2024 Annual Action Plan and HOME Activities

The Board:

1)  Adopted a Resolution authorizing submission of the FY 2023-2024 Annual Action Plan;

2)  Adopted a Resolution approving the proposed HOME Program Activities for FY 2023-2024; and

3)  Authorized the County Manager to implement the HOME Program as approved by the BOCC, including the ability to execute agreements with partnering nonprofit organizations after consultation with the County Attorney and based on the allocation received from HUD. (Unanimous)
