MEETING HIGHLIGHTS

4.  Proclamations/ Resolutions/ Special Presentations

a.  Resolution of Commendation for Representative David Price

The Board approved a resolution of commendation for Representative David Price. (Unanimous)

b.  Presentation of Annual Comprehensive Financial Report for FYE 6/30/2022

The Board received the Annual Comprehensive Financial Report (ACFR) for the fiscal year ended June 30, 2022.

5.  Public Hearings

a.  Unified Development Ordinance Text Amendment – Rename “Efficiency Apartments” to “Accessory Dwelling Units” and Modify Standards

The Board held a public hearing, received the Planning Board/staff recommendations and public comment, closed the public hearing, and approved County-initiated amendments to the Unified Development Ordinance (UDO) regarding proposed revisions to the current standards for “efficiency apartments.” (Unanimous)

b.  Unified Development Ordinance Text Amendment – Final Subdivision Plat School District Signature Block

The Board held a public hearing, received the Planning Board/staff recommendations and public comment, closed the public hearing, and approved County-initiated amendments to the Unified Development Ordinance (UDO) to remove the requirement in Section 7.13.3 (F)(3)(g), the school district signature block on final subdivision plats. (Unanimous)

6.  Regular Agenda

a.  Allocation of $12 Million in Excess Fund Balance from FY 2021-22 through Budget Amendment #5-A

The Board approved the allocation of $12 million in excess fund balance that was created by a budget surplus from FY 2021-22. (Unanimous)

b.  Community Climate Action Grant (CCAG) - FY 2022-23 Project Selection for General Applicants and Schools

The Board:

1)  Received the grant project funding recommendations from the Commission for the Environment (CFE) and the Human Relations Commission (HRC) for the FY 2022-23 Orange County Community Climate Action Grant Program; and

2)  Approved funding for the recommended Community Climate Action Grant projects for FY 2022-23 as outlined in the attached report. (Unanimous)

c.  Orange County's Proposed 2023 Legislative Agenda

The Board:

1)  Reviewed and discussed the proposed Orange County 2023 Priority Legislative Issues and other potential items for inclusion in Orange County’s legislative agenda package for the 2023 North Carolina General Assembly Session; and

2)  Approved the Orange County 2023 Priority Legislative Issues document for submittal to Orange County’s legislative delegation. (Unanimous)
