Business Meeting Agenda for May 18, 2021
Due to current public health concerns, the Board of Commissioners is conducting a Virtual Business meeting on May 18, 2021. Members of the Board of Commissioners will be participating in the meeting remotely. As in prior meetings, members of the public will be able to view and listen to the meeting and have the opportunity to provide public comment. The public may submit written comments by sending an email to ocbocc@orangecountync.gov. Individuals who wish to speak must pre-register using the instructions included in the agenda.
As in prior meetings, the meeting will be streamed in real-time on the County’s website for public viewing/listening at http://www.orangecountync.gov/967/Meeting-Videos. There will also be real-time broadcast on Spectrum Cable and video-recording for future television broadcast and reference on the County’s website.

5. Public Hearings
a. Amendment to the Code of Ordinances – Minimum Housing Standards Ordinance
The Board will conduct a public hearing on an amendment to the Code of Ordinances to bring the Minimum Housing Standards Ordinance into compliance with Chapter 160D of the North Carolina General Statutes.
6. Regular Agendaa. Unified Development Ordinance Text Amendments – “160D” Legislation The Board will consider a decision on County-initiated amendments to the Unified Development Ordiance to conform County regulations to a new chapter, 160D, of the North Carolina General Statutes. As a result, amendments to Appendix F of the Comprehensive Plan and to the Planning Board’s and Board of Adjustment’s Rules of Procedure are also necessary.
The public hearing for this item was on May 4, 2021 and no additional public comments shall be received on this item at the May 18, 2021 business meeting.
b. Approval of a Resolution Authorizing the Submittal of a Request to the Secretary of the Department of Health and Human Services to Disengage from Cardinal Innovations Healthcare and Realign with Alliance HealthThe Board will consider voting to approve a resolution authorizing submittal of the request to the Secretary of the Department of Health and Human Services to disengage from Cardinal Innovations Healthcare and realign with Alliance Health to administer Medicaid and uninsured behavioral health and intellectual/developmental disability services for Orange County residents.
7. Reportsa. Review of COVID-19 Long Term Recovery PlanThe Board will review and provide input on the County’s COVID-19 Long Term Recovery Plan.

Members of the public may provide written public comment by submitting it to the ocbocc@orangecountync.gov email address. The Orange County Board of Commissioners, County Manager, County Attorney and Clerk to the Board, will be copied on all of the emails that are submitted.

Members of the public will be asked to contact the Clerk to the Board using the email address ocpubliccomment@orangecountync.gov no later than 3:00 PM on the day of the meeting and indicate they wish to speak during the meeting.
When submitting the request to speak, include the following:
• The date of the meeting
• The agenda item (example: 5-a) you wish to speak on
• Your name, address, email and phone number
Prior to the meeting, speakers will be emailed Zoom access information and instructions on how to make comments during the live meeting.
