Orange County Board of Commissioners
Business Meeting Agenda for April 6, 2021
Due to current public health concerns, the Orange County Board of Commissioners will be conducting a virtual business meeting on April 6, 2021. Members of the Board of Commissioners will be participating in the meeting remotely. Members of the public will be able to view and listen to the meeting and have the opportunity to provide public comment. The public may submit written comments by sending an email to ocbocc@orangecountync.gov. Individuals who wish to speak must pre-register using the instructions included in the agenda.
As in prior meetings, the meeting will be streamed in real-time on the County’s website for public viewing/listening at http://www.orangecountync.gov/967/Meeting-Videos . There will also be real-time broadcast on Spectrum Cable and video-recording for future television broadcast and reference on the County’s website.

AGENDA HIGHLIGHTS
4. Proclamations/ Resolutions/ Special Presentations
a. Proclamation Recognizing Judicial District 15-B District Court Judge Beverly A. Scarlett Upon Her Retirement
The Board will consider voting to approve a proclamation recognizing Judicial District 15-B District Court Judge Beverly A. Scarlett upon her retirement.
b. Proclamation Recognizing Thom Freeman-Stuart
The Board will consider voting to approve a proclamation recognizing and expressing gratitude to retired Orange County Assistant Deputy Clerk Thom Freeman-Stuart.
c. Fair Housing Month Proclamation
The Board will consider voting to approve a proclamation designating April 2021 as Fair Housing Month in Orange County, North Carolina.
d. Presentation by Carolina Common Enterprise on the Resident-owned Community Model for Manufactured Home Communities
The Board will receive a presentation on Carolina Common Enterprise’s implementation of the resident-owned community model for manufactured home communities (MHCs).
e. Presentation of Manager’s Recommended FY 2021-26 Capital Investment Plan (CIP)
The Board will receive a presentation of the Manager’s Recommended FY 2021-26 Capital Investment Plan to the Board of County Commissioners.
5. Public Hearings
a. Future Land Use Map (FLUM) and Zoning Atlas Amendment – Richardson (MA20-0006)
The Board will hold a public hearing, receive the Planning Board/staff recommendation and public comment, close the public hearing, and consider action on applicant initiated amendment(s) to the Comprehensive Plan Future Land Use Map (FLUM) and Zoning Atlas for a parcel within the Hillsborough Township of Orange County.
6. Regular Agenda
a. Interlocal Agreement Regarding the Current and Future Use of the Jointly Owned Greene Tract
The Board will consider voting to approve an Interlocal Agreement between Orange County, the Town of Chapel Hill, and the Town of Carrboro regarding the current and future use of the jointly owned Greene Tract.
b. Follow-up on Orange County’s Proposed 2021 Legislative Agenda
The Board will:
1) review and discuss an updated Draft 2021 legislative package in follow-up to the Board of Commissioners’ discussion of the Legislative Issues Work Group’s recommended package at the March 16, 2021 Business meeting;
2) consider approval of updated Draft 2021 Orange County Legislative Priority Issues document for submittal to the County’s legislative delegation; and
3) consider approval of the Orange County 2021 Legislative Interests document (which also includes the Priority Issues) to also be shared with Orange County’s legislative delegation.
7. Reports
a. 2021 Orange County Revaluation Results
The Board will receive an overview of findings from the 2021 countywide revaluation.

Public Comment Instructions
Public Comment – Written Members of the public may provide written public comment by submitting it to the
ocbocc@orangecountync.gov email address. The Orange County Board of Commissioners, County Manager, County Attorney and Clerk to the Board, will be copied on all of the emails that are submitted.
Public Comment – Verbal (for Items not on the Agenda, Agenda Items and Public Hearings) Members of the public will be asked to contact the Clerk to the Board using the email address
ocpubliccomment@orangecountync.gov no later than 3:00 PM on the day of the meeting and indicate they wish to speak during the meeting.
When submitting the request to speak, include the following:
- The date of the meeting
- The agenda item (example: 6-a) you wish to speak on
- Your name, address, email and phone number
Prior to the meeting, speakers will be emailed Zoom access information and instructions on how to make comments during the live meeting.
