Business Meeting Agenda for October 6, 2020
Due to current public health concerns, the Orange County Board of Commissioners will be conducting a virtual business meeting on October 6, 2020. Members of the Board of Commissioners will be participating in the meeting remotely. Members of the public will be able to view and listen to the meeting and have the opportunity to provide public comment. The public may submit written comments by sending an email to ocbocc@orangecountync.gov. Individuals who wish to speak must pre-register using the instructions included in the agenda.
As in prior meetings, the meeting will be streamed in real-time on the County’s website for public viewing/listening at http://www.orangecountync.gov/967/Meeting-Videos . There will also be real-time broadcast on Spectrum Cable and video-recording for future television broadcast and reference on the County’s website.

4. Proclamations/ Resolutions/ Special Presentations
a. Domestic Violence Awareness Month Proclamation
The Board will consider a proclamation recognizing October 2020 as Domestic Violence Awareness Month in Orange County and authorize the Chair to sign.
5. Public Hearings
a. Public Hearing on the 2021 Reappraisal Proposed Schedules of Rules, Standards and Values
The Board will receive information and conduct a public hearing on the 2021 Reappraisal Proposed Schedules of Rules, Standards and Values.
b. Second Public Hearing on CDBG-CV Grant Application for Emergency Housing Assistance
The Board will consider holding a public hearing on the draft application from Orange County for
Community Development Block Grant – Coronavirus (CDBG-CV) funds from the NC Department of Commerce, and to authorize the County to submit an application for CDBGCV funds.

a. Proposed Amendments to the Town of Hillsborough/Orange County Central Orange Coordinated Area (COCA) Land Use Plan and to the Orange County Comprehensive Plan Future Land Use Map (FLUM)The Board will consider voting to approve a resolution on a County-initiated request to amend the: Town of Hillsborough/Orange County Central Orange Coordinated Area (COCA) Land Use Plan, and Orange County Comprehensive Plan Future Land Use Map (FLUM).
b. Zoning Atlas Amendment – Parcels off Old NC Highway 86 (District 2 of Settlers Point MPD-CZ)The Board will consider voting to approve the Statement of Consistency (Attachment 3), and The Ordinance Amending the Zoning Atlas (Attachment 4).
c. Zoning Atlas Amendment – Master Plan Development Conditional Zoning District (MPD-CZ) for the Research Triangle Logistics Park (RTLP)The Board will continue to review and hold discussion on applicant initiated Zoning Atlas Amendments for 3 parcels west of Old NC Highway 86/south of Interstate 40 to Master Plan Development Conditional Zoning (MPD-CZ) district.

Public Comment – Written Members of the public may provide written public comment by submitting it to the
ocbocc@orangecountync.gov email address. The Orange County Board of Commissioners, County Manager, County Attorney and Clerk to the Board, will be copied on all of the emails that are submitted.
Public Comment – Verbal Members of the public will be asked to contact the Clerk to the Board using the email address
ocpubliccomment@orangecountync.gov no later than 3:00 PM on the day of the meeting and indicate they wish to speak during the meeting.
When submitting the request to speak, include the following:
- The date of the meeting
- The agenda item (example: 5-a) you wish to speak on
- Your name, address, email and phone number
Prior to the meeting, speakers will be emailed Zoom access information and instructions on how to make comments during the live meeting.
