Permit Software Implementation Schedule

As you may be aware from past notices, Orange County is nearing completion of implementing a new permit tracking/management software system, the goal of which is to establish a central permitting system where all County Departments utilize the same data thereby streamlining the permit and inspection(s) process for our customers.

Originally the County had anticipated ‘going live’ with the new software on October 10, 2018. It was determined additional design and testing of the system was necessary. The County now anticipates the permit system becoming operational on or about Wednesday February 13, 2019 at 12:00 p.m.

This project is now adhering to the following schedule:

  1. CONTINUED DEVELOPMENT/TESTING: Between October 1, 2018 and November 30, 2018 staff will finalize design and testing of the system.
  2. TRAINING: During the months of December 2018 and January 2019, staff will be trained in using this new system. While not all staff will be training at the same time, there will be limited staff available to facilitate the review/processing of permits and perform field inspections.

We encourage developers and contractors to plan accordingly for the anticipated reduction in staff availability during the month of January.

  1. GO-LIVE (i.e. begin use of the new software system): The County anticipates the project will ‘go-live’ on Wednesday February 13, 2019 barring unforeseen delays.

Staff of Building Inspections, Current Planning, Environmental Health (Well & Septic) and Erosion Control will observe the following schedule:

Deadline to request inspections and/or final close out of projects for the next business day (Feb. 8, 2019).

Inspection requests received after 3:00 pm will be scheduled for processing on Wednesday February 13, 2019.

Friday Feb. 8, 2019

8:00 am - 4:00 pm

Offices will operate normally.

Friday Feb 8, 2019

Deadline for applicants/contractors to submit payments, pick up permits, pick up Certificates of Compliance, submit applications for processing, etc.

Offices will close to the public to allow staff to complete daily paperwork and closeout the existing permit system.

Offices closed to the public to allow project data to be loaded and tested.

Offices closed, staff available via telephone for assistance on general inquires only* while continued data loading and testing occurs.

Environmental Health Open at 8:00am

Building Inspections, Current Planning & Erosion Control Offices closed to the public to allow final data entry in the new permit system.

Building Inspections, Current Planning & Erosion Control Offices re-open providing full service(s) including field inspection requests received on Friday Feb 8, 2019 and accepting/processing applications.


* No inspection requests will be received or performed, unless related to a life safety emergency. No Certificates of Compliance or permits will be issued, and staff will not be able to accept applications, payments, etc. during this transition period.

Other County Departments, including Environmental Health Food, Lodging & Institutions Division, Solid Waste and Fire Marshal shall operate normally during this transition.
