PUBLIC CHARGE The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed. All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

Matters not on the Printed Agenda (THREE MINUTE LIMIT PER SPEAKER - Written comments may be submitted to the Clerk to the Board.) Petitions/Resolutions/Proclamations and other similar requests submitted by the public will not be acted upon by the Board of Commissioners at the time presented. All such requests will be referred for Chair/Vice Chair/Manager review and for recommendations to the full Board at a later date regarding a) consideration of the request at a future regular Board meeting; or b) receipt of the request as information only. Submittal of information to the Board or receipt of information by the Board does not constitute approval, endorsement, or consent. b. Matters on the Printed Agenda (These matters will be considered when the Board addresses that item on the agenda below.)
a. National Historic Preservation Month APPROVED The Board will consider proclaiming May 2011 as National Historic Preservation Month in Orange County and authorize the Chair to sign. b. Older Americans Month Proclamation APPROVED The Board will consider approving a proclamation joining Federal and State governments in designating the month of May 2011 as Older Americans Month in Orange County and authorize the Chair to sign. c. Partnership to End Homelessness – Annual Report REPORT RECEIVED The Board will receive the 2010 Annual report of the Partnership to End Homelessness.
a. Minutes APPROVED The Board will consider correcting and/or approving the minutes from March 15 and 17, 2011 as submitted by the Clerk to the Board. b. Appointments – None c. Motor Vehicle Property Tax Release/Refunds APPROVED The Board will consider adoption of a refund resolution related to 36 requests for motor vehicle property tax releases or refunds in accordance with NCGS. d. Orange County HOME Consortium Agreement APPROVED The Board will consider adopting a resolution authorizing the execution of a HOME Consortium Agreement for the fiscal year beginning July 1, 2011 The Board will consider adopting the Section 3 Plan and Equal Employment and Procurement Plan for two FY 2010 Community Development Block Grant Awards and authorize the Chair to sign. f. Consolidated Housing Plan Annual Action Plan/HOME Program APPROVED The Board will consider adopting a Resolution approving the FY 2011-2012 Consolidated Housing Plan Annual Action Plan; and adopting a Resolution approving the proposed HOME Program Activates for 2011-2012 and to authorize the Manager to implement the program. g. Legal Advertisement for Quarterly Public Hearing – May 23, 2011 APPROVED The Board will consider approving the legal advertisement for items to be presented at the joint Board of county Commissioners / Planning Board Quarterly Public Hearing scheduled for May 23, 2011. h. Expansion of Regional Partnership Workforce Development Board (WDB) APPROVED The Board will consider a request by the Regional Partnership Workforce Development Board to approve documents allowing expansion of the existing consortium to include Montgomery and Moore counties and authorize the Chair to sign.
The Board will consider a resolution to approve the purchase of and acceptance by Orange County of an agricultural conservation easement for the Sykes family dairy, and approve Budget Amendment #9-A and authorize the Chair and the Clerk to sign. b. Bus Route 420 (Hillsborough to Chapel Hill) Service Changes APPROVED The Board will consider approving changes of Route 420 as proposed by Triangle Transit and Orange Public Transportation (OPT)
a. Orange County Arts Commission – Appointments APPROVED The Board will consider making appointments to the Orange County Arts Commission. b. Human Relations Commission – New Appointment APPROVED The Board will consider making one first term appointment to the Human Relations Commission. c. Hyconeechee Regional Library Board – New Appointment APPROVED The Board will consider making one appointment to the Hyconeechee Regional Library Board. d. Hillsborough Planning Board – New Appointment APPROVED The Board will consider making one first term appointment to the Hillsborough Planning Board. e. Board of Social Services – Appointment APPROVED The Board will consider making one second term appointment to the Board of Social Services.
