courtesy to others, speakers are asked to limit their comments to three

ITEMS - is

located at the Orange County Library in Hillsborough and the Chapel Hill
Library in Chapel Hill. 1.
Additions or Changes to the Agenda PUBLIC
CHARGE The Board of Commissioners pledges to the
citizens of Orange County its respect. The Board asks its citizens to
conduct themselves in a respectful, courteous manner, both with the Board
and with fellow citizens. At
any time should any member of the Board or any citizen fail to observe
this public charge, the Chair will ask the offending person to leave the
meeting until that individual regains personal control. Should decorum
fail to be restored, the Chair will recess the meeting until such time
that a genuine commitment to this public charge is observed.
All electronic devices such as cell phones, pagers, and computers should
please be turned off or set to silent/vibrate. 2.

Items for Decision--Consent Agenda a.
Minutes The Board will consider correcting and/or approving the minutes for the September 13, 2005 Work Session, November 21, 2005 Quarterly Public Hearing, and December 13, 2005 Regular Meeting as submitted by the Clerk to the Board. b.
Appointments - None c.
Motor Vehicle Property Tax
Release/Refunds The Board will consider adoption of a refund resolution related to 66 requests for motor vehicle property tax releases or refunds in accordance with North Carolina General Statutes. d.
Classification
Plan Amendment - Assistant Tax Collector Salary Grade Change The Board will
consider amending the Orange County Classification and Pay Plan by
changing the salary grade for the existing class of Assistant Tax
Collector from Salary Grade 19 to Salary Grade 22 to recognize new
supervisory duties. Salary
Grade 22 has a hiring range of $47, 412 - $61,604.

Acceptance of 2005 Buffer Zone Protection
Program (BZPP) Grant Funds The Board will consider accepting grant funding and approve a memorandum of agreement, subject to final review by staff and the County Attorney for a State pass-through grant award of federal Homeland Security funds in the amount of $50,000 to reimburse the County for equipment purchased for improving the response to critical facilities and key resources in the County and authorize the Manager to sign. f.
Acceptance of Hazard Mitigation Grant
Project Funds - Emergency Generators The Board will consider accepting grant funding and approve a memorandum of agreement, subject to final review by staff and the County Attorney for a State pass-through competitive grant of federal Hazard Mitigation funds to reimburse the County for new generators to be placed at the County's Emergency Operations Center and at the emergency radio communications tower on Eno Mountain and authorize the Chair and Manager to sign the appropriate documents. g.
Application
for Emergency Management Performance Grant (EMPG) The Board will
consider receiving a grant from the State Emergency Management Agency to
help support the County emergency management program and authorize the
Manager to sign. h.
Matching Funds for Mental Health
Association (JCPC) The Board will consider a request of $5,269 of County funds as a 30% match requirement to draw down state Juvenile Crime Prevention Council (JCPC) funds. The Board will
consider approving budget ordinance and grant project ordinance amendments
for fiscal year 2005-06. j.
Housing Rehabilitation Contract Awards The Board will consider awarding two housing rehabilitation contracts for the County's HOME Investment Partnership Program. k.
Confirmation of Plans for Use of Well and Septic for Solid Waste
Operations Center l. Change in BOCC Regular Meeting Schedule 6.
Resolutions or Proclamations a.
Resolution To Recognize 75 Years of
Service by the Chapel Hill Garden Club The Board will consider a resolution recognizing the Chapel Hill Garden Club for 75 years of service to Chapel Hill and the surrounding community and authorize the Chair to sign. The Board will consider a proclamation recognizing
March 2006 as Women's History Month in Orange County and authorize the
Chair to sign. 7.
Special Presentations a.
Orange County Arts Grant Recipients The Board will present checks to local artists and arts organizations receiving Orange County Arts Grants. The Board will receive the final report produced by
the Human Services Advisory Commission (HSAC) on the proceedings of its
Human Services Issues Forum 2005: "Welcome Home - A Bold Proposal to
End Homelessness". 8.
Public Hearings a.
Orange County Consolidated Housing Plan
Update The Board will receive comments from the public
regarding the housing and non-housing needs to be included in the Annual
Update of the 2005-2009 Consolidated Housing Plan for Housing and
Community Development Programs in Orange County and proposed uses of
2006-2007 HOME funds. 9.

the Orange-Chatham Justice Partnership (OCJP) Leadership Council.

Community Advisory Committee. (3)

Commission - New Appointments The
Board will consider making new appointments to the Arts Commission.

Board will consider making appointments to the Information Technology

Board will consider making appointments to the Orange Unified

Board will consider making appointments to the Leadership Advisory
Committee for Carolina North. (7)

Board will consider the list of boards and commissions on which the BOCC
serve and select those boards on which the BOCC wishes to continue
