The Board of Commissioners pledges to the citizens of Orange County its respect.  The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens.  At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending member to leave the meeting until that individual regains personal control.   Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed.

 

C. PUBLIC HEARING ITEMS 

 

1. Orange County Zoning Atlas Amendment – PD-1-03 State Employees Credit Union

001            a. Request for rezoning of an Economic Development – Limited Office 1 (ED-LO-1) district to a Planned Development Economic Development Linear Office (PD-ED-LNR) district with a Class A Special Use Permit. 

 

2. Concurrent Text Amendments to the Orange County Zoning Ordinance and Orange County Subdivision Regulations

081            a. Text amendments to require a subdivision located in more than one zoning district, including a subdivision located in more than one overlay district or a subdivision located in a non-overlay district and an overlay district, to go through the planned development rezoning process.

085            b. Amend Article 22 (Definitions), Article 4.1 (Establishment of Use Regulations), Article 4.3 (Permitted Use Table), and Article 6.29.4 (Additional Requirements for Certain Subdivisions) of the Zoning Ordinance; and Section II (Definitions) and Section III-D-3 (Preliminary Plat Approval) of the Subdivision Regulations to require subdivisions with more than 20 lots in rural designated areas to follow a planned development/special use permit/zoning atlas amendment process.   

 

3. Text Amendments to Orange County Zoning Ordinance

081            a. Amend Article 4.3 (Permitted Use Table) and Article 8 (Special Uses) and the standards therein to allow “School, elementary, middle, and high,” with the approval of a Class A special use permit and to apply special use permit standards that meet the general standards, zoning district requirements, and the applicable standards detailed in Article 8.8.29 and Article 8.8.30.

Amend Article 6.18 (Telecommunication Towers and Equipment) and Article 8.8.17a (Telecommunication Towers) to clarify inconsistencies and provide a better understanding of the various aspects of the review process as well as revise the intent, scope, and use of the Master Telecommunications Plan concept.

 

 

4. Text Amendments to the Orange County Subdivision Regulations

139            a. Amend Section IV-B-3 (Streets) to consider requiring bicycle facilities, sidewalks, and common access points concurrent with development projects that abut or adjoin roadways with approved access management plans.

143            b. Amend Section V-D (Final Plat) to update certifications that are outdated, to add a certification and an endorsement for the Schools Adequate Public Facilities Ordinance, and to add statements for water and sewer endorsements; also minor changes related to process and procedure and information to be shown on final plat.
