Orange County Board of Commissioners Meeting Summary

The Orange County Board of Commissioners met on Thursday, January 21, 2016 at the BOCC meeting room in the Whitted Facility, 300 W. Tryon Street in Hillsborough.  The agenda included the items below.  The following is a brief summary of the Board actions.  This summary should not be viewed as official minutes

Meeting Highlights

4.  Proclamations/ Resolutions/ Special Presentations

  1. a.       Human Relations Month Proclamation

The Board voted to approve a proclamation recognizing the month of February 2016 as “Human Relations Month” in Orange County.

  1. b.      2017 Countywide Revaluation Update

The Board received an update on the Orange County Tax Office’s administration of the 2017 countywide revaluation of real property.

5.  Public Hearings

  1. a.      Unified Development Ordinance Text Amendment – Recreational Land Uses - Closure of Public Hearing and Action (No Additional Comments Accepted)

The Board received the Planning Board recommendation, and voted to approve text amendments, with changes, to the Unified Development Ordinance (UDO) initiated by the Planning Director to revise existing regulations governing the development of recreational land uses.

7.  Regular Agenda

  1. a.       Unified Animal Control Ordinance

The Board voted to approve the proposed Unified Animal Control Ordinance (“UAO”), with changes, and adoption of the Resolution of Amendment “Amending Chapter 4 of the Orange County Code of Ordinances”.

  1. b.      Mountains-to-Sea Trail – Master Plan for Segment 11

The Board received a proposed process for the planning and identification/creation of the Mountains-to-Sea Trail “Segment 11,” from Occoneechee Mountain to the Alamance County Line and instructed staff to proceed on the proposed plan for identifying, securing and building the MST Segment 11.

  1. c.       Creation of a Criminal Case Assessment Specialist Position

The Board voted to approve the creation of a new 1.0 full time equivalent (FTE) position titled Criminal Case Assessment Specialist to conduct mental health and substance abuse assessments and treatment coordination for individuals in the jail and those who are participating in jail alternative programming.

8.  Reports

  1. a.       Analysis of Impediments to Fair Housing Choice

The Board received a report and voted to approve the FY 2015-2020 Analysis of Impediments to fair housing choice, and authorize the Manager to certify the necessary documents.
