Private Road Crossing Closures with Railway

The NC Department of Transportation (NCDOT) is preparing plans for closing the private North Carolina Railroad/Norfolk Southern Railway crossings at Gordon Thomas Drive, Greenbrier Drive and Byrdsville Road. Public Meetings were held during 2013 and 2014 to present information on these closings.  Preliminary plans are now available at the Orange County Planning Department during normal business hours, and are also provided below. As plans are updated, they will also be available at the Planning office.  NCDOT has sent out a postcard to property owners affected by the proposed private NCRR/Norfolk Southern Railway crossing closures, a copy of which is also provided below.  These are the same property owners that were noticed during the public outreach sessions in 2013 and 2014.

Following finalization of the Preliminary plans, NCDOT will proceed to final right-of-way determination and purchase of needed additional right-of-way, sometime between late spring and the summer of 2015. This project is part of a group of improvements through Orange County in preparation for future high speed rail. 

Private Rail Crossing Closure Projects (P-4405 I,J,&K) Update as of June 16, 2016:
Gordon Thomas/Paschall Drive
Earliest date that the contractor is allowed to start work under the contract: June 6, 2016
Completion Date:  December 6, 2016 (everything except planting warranty period)
Contractor has started clearing on the Couch Mountain Road end of the project
Greenbriar Drive
Earliest date that the contractor is allowed to start work under the contract: June 6, 2016
Completion Date: December 6, 2016 (everything except planting warranty period)
Contractor plans to start week of June 20

Byrdsville Road
Earliest date that the contractor is allowed to start work under the contract: July 1, 2016
Completion Date: June 30, 2017 (everything except planting warranty period)
Start of construction delayed due to right of access not obtained yet on several parcels adjacent to the project

Environmental Assessment (EA):
 In compliance with the National Environmental Policy Act (NEPA), the NCDOT has prepared a federal Environmental Assessment (EA) for the proposed project.  The EA is a federally required environmental document that describes the need for the project and evaluates the project's concept for potential social, economic, and environmental effects.

Orange County's Comments on the Environmental Assessment

It is anticipated this project will be process with a "Finding of No Significant Impact".  If interested parties desire a copy of the "Finding of No Significant Impact," please so indicate in correspondence to James F. Bridges.  However, should comments received on the Environmental Assessment (EA) or from the public demonstrate a need for preparing a Draft Environmental Impact Statement (EIS), there will be a scoping process and the public will be notified.
