Circulation Policies – Fines and Fees

[Note: If accumulated fines and fees exceed $5.00, borrowing and computer privileges will be suspended until charges are paid or arrangements for payment are made with Circulation Librarian.]
Library Card
Patron must present library card in order to check out materials and use a computer. If a library card is lost or stolen the patron is responsible for notifying the library immediately. Unless a card has been declared lost or stolen, the library assumes that any person presenting the card has the permission of the cardholder to access the account. Patrons with accounts in good standing can access library services without a library card upon presentation of a photo ID, however, to ensure that the card has not been lost or stolen, on the next visit to the library both a library card and photo ID will be required in order to access library services.
Replacement Fees
For Lost or Damaged Materials:
Patrons must pay for any materials lost or damaged beyond use. The replacement cost is the item’s list price plus a $5.00 service charge. If an item is out-of-print or a price is unavailable, a default replacement cost will be charged. Default replacement costs are based on the average costs of materials.
For Lost Cards:
At Orange County Public Library, a patron can obtain a replacement for a lost library card by paying a $2.00 replacement fee.
Copier and Printer Fees
It is $.15 a page to print from a computer or make copies.

Renewals
- Two renewals allowed on all circulating materials, except items requested by another customer.
- All items can be renewed two times, in one of three ways:
- Presenting a library card in person at the library
- Calling the library and providing a library card number and verification information
- Renewing online through the library’s catalog with a library card number and assigned password.
Overdues
The Circulation Librarian will send overdue notices approximately every two weeks. Two overdue notices will be sent per item. When an item is not returned and is 60 days overdue, the item’s replacement cost will be charged to the patron’s account and a final notice or bill will be sent.
Hold Requests
Patrons in good standing (i.e. fines and fees $5.00 or less) can submit up to 3 hold requests per library visit or request items online. Holds may be placed on all items except those items that are currently checked in at a patron’s home library. Patrons will be notified by email or text or automated phone call when their hold is available.
Interlibrary Loan Requests
In Orange County Public Libraries, there is a charge of $1.00 for each ILL request. The charge must be paid when the request is placed.
