Nursing Home Community Advisory Committee (CAC)
A nursing home provides 24-hour nursing supervision to residents with skilled and unskilled medical needs.
Skilled Nursing Home Care
- Hospital patients are often discharged directly to a nursing home when they require skilled nursing care and/or physical, occupational or speech therapies.
- Individuals can also be admitted from assisted living facilities, adult care homes or their own homes.
- If the level of care meets the Medicare criteria for skilled care, the cost for a limited number of nursing home days is covered. Payment for skilled care may also be private pay, Medicaid or private insurance.
- Often individuals are discharged home after successfully completing a rehabilitation program.
Non-skilled (Intermediate) Care
- The majority of residents in a nursing home require long-term care for chronic conditions that do not respond to medical rehabilitation.
- Personal care needs are met by nursing assistants who are supervised by a nurse.
- Payment for non-skilled care in a nursing home may be private pay, Medicaid or private insurance.
- Medicare does not pay for non-skilled (intermediate) care in a nursing home.
Nursing Home Community Advisory Committee (CAC)
This Community Advisory Committee is composed of grassroots ombudsmen. These volunteers are appointed by the Board of County Commissioners and are trained by paid ombudsmen, who also provide the volunteers with ongoing technical assistance.
Responsibilities of the CAC
- To apprise themselves of general conditions under which persons are residing in long-term care facilities
- To assist persons with grievance resolution regarding residents' rights issues at facilities within the county
- To make an official quarterly visit to each nursing home
- To prepare reports as required by the North Carolina Division of Aging, citing specifically observed concerns and generally held long-term care issues
- To serve as a nucleus for increased community involvement in the facilities
- To promote community education and awareness of the needs of residents in long-term care facilities
- To work toward keeping the public informed about aspects of long-term care and the operations of nursing homes in their county

- The North Carolina Division of Health Service Regulation regulates the number and location of nursing homes within North Carolina through the Certificate of Need program.
- Nursing homes must be certified in accordance with federal law in order to receive Medicare/Medicaid reimbursement.
- Facilities that violate licensure rules or certification standards can be subject to sanctions, including fines and/or suspension of admissions.
