located at the Orange County Library in Hillsborough and the Chapel Hill
Library in Chapel Hill. 1.
Additions or Changes to the Agenda PUBLIC
CHARGE The Board of Commissioners pledges to the
citizens of Orange County its respect. The Board asks its citizens to
conduct themselves in a respectful, courteous manner, both with the Board
and with fellow citizens. At
any time should any member of the Board or any citizen fail to observe
this public charge, the Chair will ask the offending person to leave the
meeting until that individual regains personal control. Should decorum
fail to be restored, the Chair will recess the meeting until such time
that a genuine commitment to this public charge is observed.
All electronic devices such as cell phones, pagers, and computers should
please be turned off or set to silent/vibrate. 2.

Minutes APPROVED
The Board will consider correcting and/or approving the minutes from September 19, 21, 26 and October 3, 17, 19 of 2006 as submitted by the Clerk to the Board. b.
Appointments (1)
Adult Care Home Advisory Committee - One Reappointment
APPROVED The Board will consider making one reappointment to the Adult Care Home Community Advisory Committee. (2)
Personnel Hearing Board - Reappointments
APPROVED The Board will consider making reappointments to the Personnel Hearing Board. c.
Motor Vehicle Property Tax Release/Refunds
APPROVED The Board will consider adoption of a refund resolution related to 53 requests for motor vehicle property tax releases or refunds in accordance with North Carolina General Statutes. d.
Budget Amendment #6 APPROVED The Board will consider approving budget ordinance and grant project ordinance amendments for fiscal year 2006-07. e.
Agreement for County Co-Holding of Conservation Easements with
the Eno River Association APPROVED The Board will consider an agreement between Orange County and the Eno River Association for the co-holding of conservation easements subject to final review by the County Attorney and authorize the signing by the Chair and Clerk. f.
Agreement with UNC Master of Public Administration Program for
Permanent Budget Internship APPROVED The Board will consider approval of an arrangement with the Master of Public Administration (MPA) Program at the University of North Carolina at Chapel Hill under which the County will employ a selected MPA student annually to serve as Budget intern, and authorize the Manager to complete the administrative details through a memorandum of understanding with the UNC MPA Program. g. Bid Award: Laminate Structure for Use as a Public Market APPROVED The Board will consider awarding a bid to Enwood Structures, LLC, Morrisville, NC, in an amount not to exceed $55,372, plus freight cost (estimated $1,500) for a laminated beam structure for use as a Public Market House in Hillsborough; and authorize the Purchasing Director to effect the purchase. h.
Approval of Easements for Gravelly Hill Middle School
APPROVED The Board will consider authorizing the Chair of the Board of County Commissioners to sign easement documents for utility and access for Orange County Gravelly Hill Middle School and West Ten Soccer Center. i.
Change in BOCC Regular Meeting
Schedule APPROVED The Board will consider on
e change in the County Commissioners' regular meeting calendar for year
2006 by changing the location of the December 7, 2006 work session from
the Southern Human Services Center in Chapel Hill to the Link Government
Services Center in Hillsborough. j.
Acceptance of 2006 Department of Homeland Security Grant Funding
APPROVED The Board will consider accepting $29,606.40 in Homeland Security funds for the purchase of 800MHz radios identified as needed for various Orange County public safety and volunteer agencies, with the State of North Carolina to purchase the radios on the County's behalf and authorize the staff to administer and sign all grant paperwork as may be required. The Board will consider formally approving plans to relocate the Orange County Emergency Management (OCEM) Department from its present location at 1914 New Hope Church Road to the County-owned facility in the Meadowlands Business Park at 510 Meadowlands Drive. l.

Resolution to Support the North Carolina Vietnam Helicopter
Pilots Association APPROVED The Board will consider a resolution to support and preserve the North Carolina Vietnam Helicopter Pilots Association. b.
Citizen-Soldier and Veteran Recognition
APPROVED The Board will consider recognizing the tremendous
service provided to the Orange County community and the nation by its men
and women serving in the United States Armed Forces, domestically and
abroad, past and present, and authorize the Chair to sign the "Statement
of Support". 7.
Special Presentations a.
Orange County Key Volunteer Recognition
VOLUNTEERS RECOGNIZED The Board will present certificates to Orange County Key Volunteers and to announce the North Carolina Outstanding Volunteer Award Winners. b.
Final Report of the Child Care Task Force
REPORT RECEIVED The Board will receive the report of the
Child Care Task Force, assign the responsibility for implementing the
recommendations to the Social Services Board with help form the County
Manager's Office and sunset the Child Care Task Force. 8.
Public Hearings The Board will conduct a public hearing on
the North Carolina Community Transportation Program (CTP) grant
application by Orange Public Transportation for FY 2007/2008 in the total
amount of $429,431 with local match of $52,183; and approve the grant
application, including the adoption of a resolution authorizing the
applicant to enter into an agreement with North Carolina Department of
Transportation for all necessary assurances and authorize the Chair to
sign. 9.

Approval of CHCCS Elementary #10 Property Exempt Subdivision
Ownership Signoff APPROVED The Board will consider authorizing the Chair of the Board of County Commissioners to sign the exempt subdivision plat for Chapel hill-Carrboro City School District Elementary #10. b. Central Orange Senior Center/Sportsplex Proposed Design APPROVED The Board will review project scope and budget pricing for the Central Orange Senior Center, the Adult Day Health Center, contraction of a mezzanine over the ice rink area and other modifications that allow more efficient operational space within the Sportsplex; and to authorize the Construction Manger at Risk contracting method for the construction of the facility, which action will enable the construction documents to be prepared for the Project. c.
Process and Facilitation Consultant Contract for Comprehensive
Plan PULLED The Board will consider approving a contract between the Orange County Dispute Settlement Center (DSC) and Orange County for the provision of process and facilitation services related to the Comprehensive Plan update and authorize the Chair to sign. d.
